Behind the Name

To Friends, Family, and Friends We Haven’t Met Yet

We created The 3 & 10 Bar to honor the people whose journeys have shaped New York City. Inspired by the Statue of Liberty and her promise of welcome, our space celebrates immigrant stories, community and the belief that everyone deserves a place to belong.

Our name comes from the “3- and 10-year bars” in immigration law—rules that can separate families and interrupt dreams. We chose to reclaim that language and transform it into a promise: at The 3 & 10, no one is barred.

Our founders bring different but deeply connected experiences. Neena Dutta, an immigrant and immigration attorney, has dedicated her career to helping others pursue the American dream. Luisenny Cardozo, a Venezuelan asylum seeker and restaurateur, rebuilt her life through hospitality, entrepreneurship and community.

Together, we are creating a warm, female-led and immigrant-honoring space where accents are celebrated, stories are shared and new connections begin.

Thank you for joining us in building a place where everyone belongs.

With gratitude,
Neena Dutta & Luisenny Cardozo
